| Abstract: | В статье анализируются конституционные нормы относительно нового правового положения Правительства Республики Беларусь в системе сдержек и противовесов. Обращается внимание на конкуренцию ряда норм, вносятся предложения по разрешению возможных коллизий. В новых условиях конституционной реальности необходимо обеспечить сбалансированность программ деятельности Правительства, предлагаемых Парламенту, и утверждаемой Всебелорусским народным собранием программы социально-экономического развития Республики Беларусь. В такой ситуации возникает необходимость их юридической корреляции. Определенное участие в разрешении возможных противоречий между Палатой представителей и Правительством, помимо Президента, мог бы принимать Президиум Всебелорусского народного собрания. |
| Abstract (in another language): | The article analyzes the constitutional norms concerning the new legal position of the Government of the Republic of Belarus in the system of checks and balances. Attention is drawn to the competition of some norms, and proposals are made to resolve possible conflicts. Under the new conditions of constitutional reality, it is necessary to ensure a balance between the programs of Government’s activities proposed to the Parliament and the program of socio-economic development of the Republic of Belarus approved by the All-Belarusian People’s Assembly. In this situation, there is a need for their legal correlation. In addition to the President, the Presidium of the AllBelarusian People’s Assembly could take a certain part in resolving possible contradictions between the House of Representatives and the Government. |
