| Abstract: | В современный период происходит масштабная цифровая трансформация общества, которая считается пятой. Практически все стороны общественной жизни проникнуты стремлением максимального использования информационных технологий (в дальнейшем ИТ, ИКТ). На протяжении последних 50–80 лет можно наблюдать, насколько плодотворной стала реализации высказанных учеными в области техники, медицины, физики идей. Цифровой эпохе присущ процесс коэволюционного взаимодействия между техникой и обществом. Цифровизация и сетевизация все более охватывает систему образования, медицинского и социального обеспечения, сферу государственных услуг, налоговых служб, систему видеонаблюдения и др. Однако процесс такого взаимодействия порождает ряд проблем, среди которых выделяются опасность системных сбоев, системно-психологические перегрузки, отставание в юридизации новых отношений, угрозы посягательства на критическую инфраструктуру и др. Так или иначе, но оценка использования цифровых технологий оценивается весьма противоречиво и часто диаметрально противоположна. На этом фоне надо искать «золотую середину»: остановить научно-технический прогресс никогда не удавалось, поэтому и цифровые технологии будут все больше охватывать общественные отношения, однако их распространение на весь спектр этих отношений опасен своими последствиями в силу непредсказуемости и неопределенности. |
| Abstract (in another language): | In the modern period, there is a large-scale digital transformation of society, which is considered the fifth. Almost all aspects of public life are imbued with the desire to maximize the use of information technology (hereinafter IT, ICT). Over the past 50-80 years, one can observe how fruitful the implementation of ideas expressed by scientists in the field of technology, medicine, and physics has become. The digital age is characterized by the process of co-evolutionary interaction between technology and society. Digitalization and networking increasingly covers the education system, medical and social security, public services, tax services, video surveillance system, etc. However, the process of such interaction generates a number of problems, among which are the danger of system failures, systemic psychological overload, lag in the legitimization of new relationships, threats of encroachment on critical infrastructure, etc. One way or another, but the assessment of the use of digital technologies is very contradictory and often diametrically opposed. Against this background, it is necessary to look for a “golden mean”: it has never been possible to stop scientific and technological progress, therefore digital technologies will increasingly cover public relations, but their spread to the entire spectrum of these relations is dangerous due to its consequences due to unpredictability and uncertainty |
