| Abstract: | Статья посвящена определению значения расходов на формирование, развитие и реализацию человеческого потенциала. Определены основные виды расходов, которые оказывают значительное влияние на формирование человеческого потенциала, проведен сравнительный анализ расходов стран – лидеров рейтинга по Индексу человеческого развития (ИЧР) и стран, схожих по территории, общему прошлому и количеству населения с Республикой Беларусь и самой Республики. В результате сделан вывод о том, что Республика Беларусь нуждается в реструктуризации расходов в пользу тех, которые оказывают наибольшее влияние на формирование, развитие и реализацию человеческого потенциала |
| Abstract (in another language): | The article is dedicated to defining the role of expenditures in the formation, development, and realization of a country’s human potential. It identifies the main types of expenditures that significantly influence the shaping of human potential and presents a comparative analysis of government expenditures in leading countries based on the Human Development Index, as well as in countries similar to the Republic of Belarus in terms of territory, historical background, and population size-including Belarus itself. As a result, the study concludes that Belarus requires a restructuring of expenditures in favor of those that have the greatest impact on the formation, development, and realization of human potential |
