| Abstract: | Анализируются нормы аграрного законодательства в сфере обеспечения ветеринарной и фитосанитарной безопасности с учетом содержания новой Концепции национальной безопасности Республики Беларусь. Поднимается проблема отсутствия терминологического единства в части законодательного закрепления таких понятий, как «ветеринарная безопасность» и «фитосанитарная безопасность», обращается внимание на необходимость внедрения комплексного рискориентированного подхода при проведении ветеринарных и фитосанитарных мероприятий. Подчеркивается значимость реализации на практике принципа гласности и получения доступа к информации об эпизоотическом и фитосанитарном состоянии территории страны как важной гарантии в системе обеспечения национальной безопасности государства. |
| Abstract (in another language): | The author of the article analyses the norms of agrarian legislation in the sphere of veterinary and phytosanitary security taking into account the content of the new National security concept of the Republic of Belarus. The study raises the problem of the lack of terminological unity in terms of legislative consolidation of such concepts as veterinary and phytosanitary security, draws attention to the need to introduce a comprehensive riskoriented approach in the implementa tion of veterinary and phytosanitary measures, emphasises the importance of implementing in practice the principle of trans parency and access to information on the epizootic and phytosanitary condition of the country’s territory as an important guarantee in the system of ensuring national security. |
