| Abstract: | Статья содержит анализ деятельности бразильских культурных центров за рубежом, которые рассматриваются как инструмент продвижения позитивного имиджа страны на международной арене и получения преимуществ для бразильской внешней политики. На основе документальных и историографических источников, посредством системного подхода, нарративного, историко-ретроспективного, институционального, структурно-функционального методов авторы дают общую характеристику и оценку деятельности культурных центров, выделяют этапы и факторы их эволюции, а также задачи, направления и формы работы. Особое внимание уделено реформированию МИД Бразилии в контексте исследуемой проблемы, стратегии использования книги как инструмента продвижения языка и культуры, созданию первых культурных центров и центров бразильских исследований, значению протокола о культурной интеграции МЕРКОСУР и Сообщества португалоязычных стран, созданию культурных центров в странах Африки и Ближнего Востока, а в год 200-летия независимости Бразилии – их преобразованию в Институт Гимарайнса Розы, который призван повысить эффективность ее внешней политики и дипломатии. В белорусской историографии деятельность бразильских культурных центров рассматривается впервые. Практическая значимость исследования состоит в возможности его использования в педагогической и научной деятельности, а также соответствующими учреждениями и организациями с целью усиления эффективности механизмов «мягкой силы» Беларуси. |
| Abstract (in another language): | The article contains an analysis of the activities of Brazilian cultural centres abroad, which are considered as a tool to promote a positive image of the country in the international arena and to obtain advantages for Brazilian foreign policy. Based on documentary and historiographical sources, through a systematic approach, narrative, historical-retrospective, institutional, structural-functional methods, the authors give a general description and evaluation of the activities of cultural centres, highlight the stages and factors of their evolution, as well as tasks, directions and forms of work. Special attention is paid to the reforming of the Brazilian Foreign Ministry in the context of the problem under study, the strategy of using the book as a tool to promote language and culture, the creation of the first cultural centres and centres of Brazilian studies, the significance of the protocol on cultural integration of MERCOSUR and the Community of Portuguese-speaking Countries, the creation of cultural centres in Africa and the Middle East, and, in the year of the 200th anniversary of Brazil’s independence, their transformation into the Instituto Guimarães Rosa, which is designed to increase the effectiveness of its foreign policy and diplomacy. In Belarusian historiography the activity of Brazilian cultural centres is considered for the first time. The practical significance of the study lies in the possibility of its use in pedagogical and scientific activities, as well as by relevant institutions and organisations in order to enhance the effectiveness of Belarus’ «soft power» mechanisms. |
