| Abstract: | В статье определены методологические отличия между процессами структурной трансформации и структурных реформ. Основное отличие понятий – использование инструментария различных дисциплин. При исследовании процессов структурной трансформации применяется инструментарий экономической теории и менеджмента, в то время как структурные реформы предполагают использование методологии институциональной теории. В рамках мезоуровня государственного регулирования показаны особенности осуществления структурных реформ в жилищно-коммунальной сфере. Перспективной формой структурных преобразований в данной отрасли является создание кластера на основе концепции «Университет 3.0» и особенностей государственного регулирования. |
| Abstract (in another language): | The author has identified methodological differences between the processes of structural transformation and structural reforms. The main difference between the concepts is the use of tools from different disciplines. The author recommends using methods of economic theory and management to study the processes of structural transformation. Structural reforms involve the application of the methodology of institutional theory. The author has shown the features of the implementation of structural reforms in housing and communal services within the meso-level of government regulation. A promising form of structural transformation in this industry is the creation of a cluster based on the concept of «University 3.0» and the specifics of government regulation. |
