| Abstract: | Люди с инвалидностью относятся к одной из наиболее уязвимых групп. В этой связи, они заслуживают особого внимания и защиты со стороны государства. В статье анализируется роль «эффективного государства» в продвижении и защите прав людей с инвалидностью. Участие людей с инвалидностью в общественной и политической жизни невозможно без обеспечения доступности информационно-коммуникационных технологий. В рамках концепции «эффективного государства» участие и доступность являются основными принципами инклюзии людей с инвалидностью в цифровое общество |
| Abstract (in another language): | People with disabilities are one of the most vulnerable groups. In this regard, they deserve special attention and protection from the state. The article analyzes the role of the "effective state" in the promotion and protection of the rights of people with disabilities. The participation of people with disabilities in public and political life is impossible without ensuring the availability of information and communication technologies. Within the framework of the concept of «effective state», participation and accessibility are the main principles for the inclusion of people with disabilities in the digital society |
