| Аннотация: | В статье проанализированы основные проблемы прошлого, решение которых привело к вычленению истории международных отношений из общеисторических процессов. Они связаны с эпохой, ознаменовавшей, во-первых, практику выделения субъектов (акторов) межгосударственных отношений, во-вторых, осмысление сути механизма баланса сил и накопление опыта его использования. Постепенное распространение названных акторов и использование в процессе их взаимодействия феномена баланса сил привело к выделению дипломатии как особой деятельности и становлению внешней политики как особой сферы отношений. Проведенный анализ позволяет утверждать, что вызревание предпосылок для внедрения практики международных отношений началось с эпохи Возрождения и впервые получило оформление фактом Вестфальского мира 1648 г. Вестфальская система отношений закрепила обязательства государств выполнять подписанные договоры и узаконила практику межгосударственного взаимодействия на основе международного права и канонов дипломатии, тем самым предопределив эволюцию прежних международных связей в систему межгосударственных / международных отношений, и став отправной точкой для становления истории международных отношений как научной дисциплины. Результат исследования дает основание принять в белорусской исторической науке данное методологическое разграничение между всеобщей историей и историей международных отношений |
| Аннотация (на другом языке): | The article analyzes the main problems of the past, the solution of which led to the demarcation between the history of international relations and general historical processes. They are associated with the era that marked, firstly, the practice of identifying the subjects (actors) of interstate relations, and secondly, the understanding of the essence of the balance of power mechanism and the accumulation of experience in its use. The gradual spread of these actors and the use of the phenomenon of balance of power in the process of their interaction led to the allocation of diplomacy as a special activity, as well as the formation of foreign policy as a special sphere of relations. The aim of the study is to prove that the formation of the institution of actors of international relations, the folding of the balance of power mechanism, the generalization of the primary experience of diplomacy and foreign policy activity formed the basis of the future system of international relations – as a theoretical and practical construction of the early modern era. The study is based on a comparative analysis of publications by Russian-speaking and foreign-language authors dealing with the disclosure of the peculiarities of the formation of social systems and external relations in European state-political geography of the XIV–XVII centuries. The object of the research is the interaction of national states and the phenomenon of the balance of power that arose on this basis, which led to the allocation of diplomacy as a special activity, as well as the formation of foreign policy as a sphere of international relations. The subject of the research is the selection of the history of international relations from the description of general historical processes in the context of the formation of the system of international relations. The analysis carried out allows us to assert that the maturation of the prerequisites for the implementation of the practice of international relations began with the Renaissance and for the first time was formalized by the fact of the Peace of Westphalia in 1648. The Westphalian system of relations, securing the obligations of states to fulfill the signed treaties and legitimizing the practice of interstate interaction on the basis of international law and the canons of diplomacy, predetermined the evolution of former international relations into the system of interstate / international relations and became the starting point for the formation of the history of international relations as a scientific discipline. The result of the study gives grounds to accept this methodological distinction between the history of general and the history of international relations in the Belarusian historical science |
