Показатели измерения и особенности развития инновационной экономики

Abstract

В настоящее время пристальное внимание ученых-экономистов разных стран приковано к проблеме инновационного развития национальных экономик. Это подтверждает вывод о том, что в современных условиях инновации представляют собой ключ к устойчивому росту отдельного государства и экономическому развитию в глобальном масштабе. Целью статьи является анализ существующей системы показателей в мировой практике и белорусской статистике к оценке инновационной экономики для анализа инновационной деятельности Республики Беларусь в сравнении с другими странами, выявления и использования лучшего опыта инновационной политики. В статье рассматриваются системы показателей развития науки, технологий и инноваций, предложенные экспертами ОЭСР, Всемирного банка, а также рассчитываемые Евростатом в рамках Европейского инновационного табло. Использование единых показателей статистики инноваций позволяет странам Европы определять лидеров и аутсайдеров инновационного развития, проводить оценку инновационной деятельности в сравнении с основными конкурентами — США и Японией, выявлять и использовать лучший опыт инновационной политики. В Республике Беларусь разработка системы показателей инновационного развития находится в начальной стадии, что требует изучения и учета зарубежного опыта оценки инноваций для совершенствования существующих показателей и международного сопоставления. = Close attention of scientists-economists from different countries has been currently riveted on the problem of innovation-based development of national economies. This is confi rmation of the conclusion on that innovations represent a key to sustained growth of a particular state and economic development on a global basis in the modern context. The object of this article is evaluation of the existing system of indicators in the international practice and Belarusian statistics to the assessment of innovation-driven economy for analysis of innovative activities of the Republic of Belarus vs. other countries, for revealing and use of the best innovation policy experience. Systems of science, technology and innovation development indicators offered by the experts of the Organization for Economic Cooperation and Development, World Bank, as well as those calculated by EUROSTAT within the scope of the European Innovation Indicator Panel, will be considered in the article. Use of the uniform innovation statistics indicators makes it possible for the European countries to identify the leaders and outsiders of innovation-based development, conduct assessment of innovative activities as compared to the major competitors — the USA and Japan, reveal and use the best experience of the innovation policy. Development of the system of innovation-based development indicators is in the initial stage, which requires study and consideration of foreign experience of innovation assessment for the purpose of improvement of the existing indicators and international comparison.
