| Abstract: | Разработка и внедрение систем электронного здравоохранения сегодня являются значимой частью деятельности многих государств. Республика Беларусь также осуществляет комплекс мер по формированию собственной системы электронного здравоохранения. В этой связи авторами проведен анализ основных концептуально-стратегических правовых актов, которые определяют основные направления создания отечественной системы. Сделаны выводы о том, что введение электронного здравоохранения расширяет возможности пациентов на доступ к информации о здоровье. Тем не менее требуется принятие ряда мер организационно-правового характера, в том числе в целях регламентации вопросов контроля за осуществлением доступа к электронной медицинской карте. |
| Abstract (in another language): | The development and implementation of e-Health systems today is an important part of the activities of many states. The Republic of Belarus also implements a set of measures to form its own e-Health system. In this regard, the authors analyzed the main conceptual and strategic legal acts that determine the main directions of the creation of the domestic system. There have been drawn the conclusions that the introduction of e-Health systems expands the ability of patients to access to health information. Nevertheless, a number of organizational and legal measures are required to be taken, including with a view to regulating issues of control over access to the electronic health record. |
