| Abstract: | Анализируются основные аспекты отношений государства и гражданина. Подчеркивается, что указанные субъекты обладают взаимной ответственностью. Отмечаются позитивные изменения в характере этих отношений, предлагается в перспективе разработать Программу дальнейшей модернизации органов государственной власти и других управленческих структур. Обосновывается необходимость установления в качестве главных оценок деятельности должностных лиц органов местного управления и самоуправления таких критериев, как динамика обращений граждан в вышестоящие инстанции, продолжительность жизни в регионе, смертность, характер миграционных процессов. |
| Abstract (in another language): | The article analyzes the main aspects of relations between the state and a citizen. The author emphasizes that these subjects are of mutual liability. Positive alterations in the nature of those relations are stressed the author suggests elaborating in perspective the Program of further modernization of the state institutions and other administrative structures. The necessity of setting certain specification criteria citizens’ applications to the higher institutions, length of life in the region, mortality, the character of migration processes. |
