| Abstract: | В статье анализируется действующее законодательство и практика в сфере нормотворчества и правоприменения. Обращается внимание на нерешенные проблемы, вносятся предложения по совершенствованию деятельности органов государственной власти и должностных лиц. Подчеркивается необходимость обеспечения непосредственного применения конституционных принципов и норм. Уделено внимание судебному конституционному контролю, отмечена противоречивость некоторых норм отраслевого законодательства. |
| Abstract (in another language): | The article analyzes current legislation and practice in the sphere of rulemaking and law enforcement. Attention is drawn to unresolved problems, proposals are being made to improve the activities of public authorities and officials. The need to ensure the direct application of constitutional principles and norms is stressed. Attention has been paid to judicial constitutional control, the inconsistency of certain norms of branch legislation has been noted. |
