| Abstract: | В статье анализируются две основные формы демократии – непосредственная и представительная. Проводится идея, что надлежащая организация общественной жизни на соответствующей территории, обеспечение благополучия граждан зависят от того, насколько оптимально выстроены отношения между институтами государственной (публичной) власти и гражданами, населением. Современные реалии отражают динамику народовластия, требуют модернизации сложившейся системы отношений в данной области, тем более, что этому способствует развитие информационно-коммуникационных технологий. Сделан вывод, что оптимальным вариантом на современном этапе развития общества и государства является смешанная система управления. Она предполагает сочетание сетевого (разделение властей, в том числе по горизонтали) и иерархического управления. |
| Abstract (in another language): | The article analyzes two main forms of democracy - direct and representative. The idea is carried out that the proper organization of public life in the relevant territory, ensuring the well-being of citizens depends on how optimally the relations between the institutions of state (public) power and citizens and the population are built. Modern realities reflect the dynamics of democracy, require modernization of the existing system of relations in this area, especially since the development of information and communication technologies contributes to this. It is concluded that the best option at the present stage of development of society and the state is a mixed management system. It involves a combination of network management (separation of powers, including horizontally) and hierarchical management. |
