| Abstract: | Проанализированы стратегии, используемые в области цифровизации и цифровых технологий в Беларуси и Казахстане. Рассмотрены государственные программы, направленные на обеспечение цифровой включенности населения и равного доступа к цифровым технологиям как одного из ключевых аспектов устойчивого развития. Выявлены особенности решения вопросов цифрового развития и цифровой включенности на примере государственных программ Казахстана («Цифровой Казахстан» на 2018–2022 гг. и «Концепция цифровой трансформации» на 2023–2029 гг.) и Беларуси («Государственная программа развития цифровой экономики и информационного общества на 2016–2020 годы» и «Цифровое развитие Беларуси» на 2021–2025 гг.), которые создают определенные вызовы для образовательного и социального секторов. Подчеркнута приоритетность человекоориентированного подхода в стратегиях цифрового развития двух стран. |
| Abstract (in another language): | The article aims to analyse strategies in the field of digitalisation and digital technologies in the Republic of Belarus and the Republic of Kazakhstan. The aim of the article is to analyse the state programmes of Belarus and Kazakhstan aimed at ensuring digital inclusion of the population and equal access to digital technologies as one of the key aspects of sustainable development. This study applied hermeneutic, comparative, historical analysis, and anthropocentric approach. As a result of the study, the peculiarities in addressing the issues of digital development and digital inclusion were identified on the example of the state programmes of Kazakhstan («Digital Kazakhstan» for 2018–2022 and «Concept of digital transformation» for 2023–2029) and Belarus («State programme for the development of digital economy and information society for 2016–2020» and «Digital development of Belarus» for 2021–2025), which create certain challenges for the educational and social sectors. The article emphasises the priority of a human-centered approach in the digital development strategies of the two countries. |
