Abstract: This paper constructs a system of indicators to measure the development level of China’s provincial green economic efficiency, including human capital, industrial restructuring and green development efficiency, and measures China’s provincial green economic efficiency from 2014 to 2024 using the SBM-Undesirable-DEA model. The model takes into account the costs of energy consumption and environmental pollution in economic activities, which is in line with academic and policy discussions on green development, and meets the inherent requirements of China’s in-depth promotion of green transformation.China’s green economy efficiency as a whole shows an upward trend from 2014 to 2024. Green economy efficiency is highest in the eastern region, followed by the central region and lowest in the western region. The eastern region benefits from earlier reform and opening up, a better industrial structure and higher productivity levels.
