| Abstract: | Оцениваются факторы, которые усугубляют уязвимость индивидов в период гуманитарных кризисов: вооруженные конфликты, безгражданство, гендерные стереотипы об идеальной жертве, явной уязвимости. Формулируются предложения по принятию мер, направленных на снижение вероятности попадания индивидов в число жертв торговли людьми. Подчеркивается необходимость нивелирования гендерных стереотипов об идеальной жертве и явной уязвимости при осуществлении государственными органами с должной осмотрительностью предупреждения, расследования торговли людьми, выявления жертв, предоставления им защиты и оказания помощи. При принятии правовых, организационных и институциональных мер на внутригосударственном уровне требуется надлежащее обеспечение всем жертвам без исключения, в том числе лицам с инвалидностью, доступа к правосудию, а также гарантирование практического применения принципа ненаказуемости жертв. |
| Abstract (in another language): | This article determines the factors that increase vulnerability of individuals during humanitarian crises (armed conflicts, statelessness, gender stereotypes about the ideal victim, apparent vulnerability). The author produces proposals for measures aimed at reducing vulnerability to human trafficking. It is important to eliminate gender stereotypes of the ideal victim and apparent vulnerability when state bodies take due diligence measures to prevent, investigate the said act, identi fy victims, provide protection and render assistance to them. When adopting legal, organisational and institutional measures at the domestic level, it is necessary to ensure both proper access to justice for all victims without exception, including persons with disabilities, and guarantee the practical application of the victim’s impunity principle. |
