| Abstract: | У артыкуле разгледжаны актуальныя праблемы прававога забеспячэння адказнасці за ўчыненне адміністрацыйных мытных правапарушэнняў і крымінальных злачынстваў, звязаных з незаконным перамяшчэннем гісторыка-культурных каштоўнасцяў праз мытную мяжу Рэспублікі Беларусь. Разглядаецца і аналізуецца новае заканадаўства, новыя інавацыйныя нормы, якія рэгулююць пытанні адказнасці за учыненне адміністрацыйных правапарушэнняў наогул, а у іх ліку адміністрацыйных мытных правапарушэнняў, а таксама нормы, якія рэгулююць прыцягненне да крымінальнай адказнасці за дзеянні, якія замахваюцца на гісторыка-культурную спадчыну нашай дзяржавы. Разгледжаны праблемныя аспекты рэгулявання і зроблены прапановы аб удасканаленні практыкі дзейнасці мытных органаў на доследным кірунку, а таксама аб ліквідацыі яшчэ наяўных прабелаў |
| Abstract (in another language): | The article discusses the current problems of legal support for liability for administrative customs offenses and criminal offenses related to the illegal movement of historical and cultural values across the customs border of the Republic of Belarus. New legislation, new innovative norms regulating issues of responsibility for administrative offenses in general, including administrative customs offenses, as well as norms regulating criminal prosecution for acts encroaching on the historical and cultural heritage of our state are being considered and analyzed. Problematic aspects of regulation are considered and proposals are made to improve the practice of customs authorities in the area under study, as well as to eliminate existing gaps |
