| Abstract: | Государство положительно оценивает результаты реализации государственных программ (ГП). В работе показано, что официальная оценка зачастую расходится с фактическими результатами выполнения ГП, поскольку стратегические цели ГП, объявленные в паспорте ГП, могут остаться при этом не достигнутыми. Основная причина этого заключается в том, что в действующей институциональной конструкции при оценке эффективности выполнения ГП достижение стратегических целей не учитывается |
| Abstract (in another language): | The state positively evaluates the results of the implementation of government programs. It was shown that the official evaluation often differs from the actual results of the implementation of the program, since the strategic goals, announced in the program passport, may not be achieved. The main reason is that in the current institutional structure, the achievement of strategic goals is not taken into account when evaluating the effectiveness of the implementation of programs |
