| Abstract: | В статье на основе обширной источниковой базы прослеживается влияние органов государственного управления, местных органов власти и пограничной службы на социально-экономическую ситуацию в белорусско-украинском пограничье. Рассмотрен механизм формирования государственной пограничной политики на границе Республики Беларусь с Украиной. Раскрыт комплекс ограничительных мер, вводимых на белорусско-украинском участке в связи с установлением государственной границы. Выявлены меры, направленные на корреляцию интересов государства и местного населения в приграничье. Сделан вывод о запоздалости принятия действенных мер по поддержке населения приграничных районов и отсутствии до 2008 г. консолидации усилий органов государственного управления, направленных на стабилизацию социально-экономической ситуации в пограничье и минимизацию последствий вводимых ограничений для населения. |
| Abstract (in another language): | Grounded on an extensive source base, the article traces the influence of government bodies, local authorities and border services on the socio-economic situation at the Belarusian-Ukrainian border. The mechanism for the formation of state border policy at the border of the Republic of Belarus with Ukraine is considered. A set of restrictive measures introduced at the Belarusian-Ukrainian section in connection with the establishment of the state border has been disclosed. Measures aimed at correlating the interests of the state and the local population at the border areas have been identified. A conclusion about the belatedness of taking effective measures to support the population of border areas and the absence of consolidating the efforts of government bodies aimed at stabilizing the socio-economic situation at the border region and minimizing the consequences of imposed restrictions on the population until 2008 is made. |
