| Abstract: | В статье представлен подход к выделению уровней обеспечения глобальной финансовой устойчивости с учетом современных особенностей развития мировой финансовой системы (сетевой характер взаимодействия финансовых акторов, усиление фрагментации и многополярности, ускорение цифровизации финансовой сферы), существующих рисков развития нестабильности и опыта прошлых финансово-экономических кризисов. Выделены аналитически доступные уровни мировых финансов, и финансовые акторы каждого уровня, взаимодействие которых обеспечивает глобальную финансовую устойчивость. Для каждого из уровней — национального, регионального, международного — определены акторы, сфера и механизмы реализации. Для обеспечения глобальной финансовой устойчивости необходимо единообразное понимание факторов финансового кризиса, целей и методов финансово-экономического регулирования, институциональной среды и регуляторных практик, методов, применяемых регуляторами |
| Abstract (in another language): | The article presents an approach to identifying the levels of global financial sustainability, taking into account the current features of the development of the global financial system (the network interaction of financial actors, increasing role of fragmentation and multipolarity, digitalization of the financial sector), existing risks of instability and the experience of past financial and economic crises. Analytically accessible levels of world finance and financial actors of each level, the interaction of which ensures global financial stability, are identified. The actors, scope and mechanisms of implementation are determined for each of the levels — national, regional, international. To ensure global financial stability, it is necessary to have a unified understanding of the factors of the financial crisis, the goals and methods of financial and economic regulation, the institutional environment and regulatory practices, and the methods used by regulators |
