| Abstract: | В статье рассматриваются положения Договора о ЕАЭС в части обеспечения свободы движения услуг, основных обязательств и подходов к дальнейшей либерализации торговли услугами в ЕАЭС. Рассмотрен механизм перевода секторов услуг в формат единого рынка, предложено авторское разделение на этапы процесса перевода секторов в единый рынок. Рассмотрены сценарии перевода секторов в единый рынок услуг в зависимости от результата анализа регулирования таких секторов в государствах-членах ЕАЭС. Предложены сектора услуг, в отношении которых Республике Беларусь целесообразно добиваться первоочередной либерализации в Союзе. Кратко рассмотрены системные проблемы функционирования единого рынка услуг в ЕАЭС |
| Abstract (in another language): | The article discusses the provisions of the EAEU Treaty in terms of ensuring the freedom of movement of services, main obligations and approaches to further liberalization of trade in services in the EAEU. The mechanism for conversion service sectors to the format of a single market is considered, the author's division into stages of the process of transferring sectors to a single market is proposed. Scenarios for the conversion of sectors to the single market of services are considered, depending on the result of the analysis of the regulation of such sectors in the EAEU Member States. The service sectors are proposed, in respect of which it is rational for the Republic of Belarus to seek priority liberalization in the Union. The systemic problems of functioning of the single market of services in the EAEU are briefly considered |
