| Abstract: | В практике российского государственного управления наблюдается коллизия – качество реализации отдельных государственных программ (ГП) может оцениваться как высокое при том, что заявленные в паспорте программы стратегические цели могут не достигаться. Исследование показало, что причины недостижения стратегических целей ГП лежат в институциональной плоскости и обусловлены корпусом действующих нормативных документов. Действительной целью исполнителя ГП (от которой зависит оценка эффективности выполнения ГП) является достижение операционных целей (плановых значений индикаторов) |
| Abstract (in another language): | There is a collision in the practice of Russian state administration: the quality of the implementation of state programs can be assessed as high while the strategic goals of the program could be not achieved. The research confirmed the hypothesis: the reasons for the failure to achieve the strategic goals of state programs lie in the institutional plane and are due to the body of current regulatory documents. The actual goal of the executor of the state program (which determines the assessment of the effectiveness of the implementation of the state program) is to achieve operational goals (planned values of indicators) |
