| Abstract: | Обеспечение экономической безопасности Республики Беларусь рассматривается в рамках Концепции национальной безопасности 2010 г. и предполагает поддержание экономики в состоянии, обеспечивающем национальные интересы от внутренних и внешних угроз. С учетом новых реалий, рисков и угроз необходимо обновить Концепцию и принять отдельный документ, где будут закреплены основные принципы и направления обеспечения экономической безопасности, с учетом опыта функционирования белорусской экономики в условиях пандемии, жестких санкций, эскалации геополитической напряженности и ограничения глобализации. В документе целесообразно расширить уровни критических (пороговых) значений экономической безопасности с учетом процесса ограничения глобализации. Ограничение глобализации представляет собой закономерный этап ее развития последних десятилетий, ускоренный пандемией, геополитической ситуацией, что усиливает долговременные риски мировой экономики в целом. Для Республики Беларусь введение и ужесточение санкций заставляет правительство интенсивно и диверсифицировано развивать меры формирования экономической безопасности в рамках Таможенного союза, ориентации на Азиатский регион и в направлении стимулирования развития высокотехнологичного сектора. |
| Abstract (in another language): | Ensuring the economic security of the Republic of Belarus is considered within the framework of the National Security Concept of 2010 and involves maintaining the economy in a state that ensures national interests from internal and external threats. Taking into account the new realities, risks and threats, it is necessary to update the Concept and adopt a separate document, where to fix the main principles and directions for ensuring economic security, taking into account the experience of the Belarusian economy in the context of a pandemic, tough sanctions, escalation of geopolitical tensions and globalization restrictions. In the document, it is advisable to expand the levels of critical (threshold) values of economic security to four. The limitation of globalization is a natural process of its development in recent decades, accelerated by the geopolitical situation, which increases the risks of long-term fragmentation of the world economy. The tightening of sanctions is forcing the Belarusian state to intensively and diversify develop economic security measures within the framework of the Customs Union, focus on the East and stimulate the development of the high-tech sector. |
