| dc.description.abstract | В статье на основе ретроспективного анализа материалов делопроизводства Пинской и Мозырской таможен выделены особенности комплектования, подготовки, переподготовки и повышения квалификации кадров для таможенных органов на белорусско-украинской границе. Раскрывается организация работы с кадрами в таможенных органах Республики Беларусь, выявлены проблемные области и пути их решения. Сделан вывод, что выстроенная таможенной службой система подготовки кадров долгое время позволяла обходиться без собственного учреждения образования. Отмечается, что особая организация кадрового обеспечения обусловила тот факт, что на сегодняшний день таможенная служба остается единственным правоохранительным ведомством, не имеющим специализированного учебного заведения с подготовкой специалистов на первой ступени высшего образования. | ru |

| dc.description.alternative | The article is based on a retrospective analysis of the records management materials of Pinsk and Mozyr customs. The features of recruitment, training, retraining and advanced training of personnel for customs authorities on the Belarusian-Ukrainian border are highlighted. The organization of work with personnel in the customs authorities of the Republic of Belarus is disclosed, problem areas and ways to solve them are identified. It is concluded that the system of personnel training built by the customs service made it possible to do without their own educational institution for a long time. It is noted that the special staffing organization has led to the fact that today the customs service remains the only law enforcement agency that does not have a specialized educational institution that trains specialists at the first stage of higher education. | ru |
