| Abstract: | В статье рассматривается проблема подготовки и осуществления операции по возвращению на родину военнослужащих-пограничников – уроженцев Беларуси из республик бывшего СССР в условиях разрастания межнациональных и межэтнических конфликтов. Проанализирована политическая ситуация, которая сложилась после распада СССР в бывших республиках Закавказья и Средней Азии, и положение в них военнослужащих, призванных из иных регионов бывшего Советского Союза. Показаны международно-правовые меры, принятые Верховным Советом Республики Беларусь, по возвращению на родину военнослужащих-пограничников, проходивших срочную службу в этих республиках. Раскрыт механизм подготовки и осуществления многоэтапной операции по эвакуации военнослужащих-пограничников из республик Закавказья и Средней Азии в Беларусь. Установлена дальнейшая судьба военнослужащих после возвращения на родину, а также офицеров, принимавших участие в организации операции. Сделан вывод, что операция по возвращению военнослужащих в Беларусь была проведена в условиях напряженной политической обстановки в новых суверенных государствах Закавказья и Средней Азии, но достаточно быстро и эффективно. Отмечается большая роль в подготовке и осуществлении операции офицеров Главного управления пограничных войск при Совете Министров Республики Беларусь В. И. Пантелеенкова и Э. П. Сергуна. |
| Abstract (in another language): | The article deals with the problem of preparing and implementing an operation to return to the homeland of border guards natives of Belarus from the republics of the former USSR in the context of the growth of interethnic conflicts. The political situation that developed after the collapse of the USSR in the former republics of Transcaucasia and Central Asia, and the situation of military personnel recruited from other regions of the former Soviet Union, is analyzed. The international legal measures taken by the Supreme Council of the Republic of Belarus on the return of border guards who served in these republics to their homeland are shown. The mechanism of preparation and implementation of a multi-stage operation for the evacuation of border guards from the republics of Transcaucasia and Central Asia to Belarus has been disclosed. The further fate of the servicemen after returning to their homeland, as well as the officers who took part in organizing the operation, is revealed. It is concluded that the operation to return military personnel to Belarus was carried out in a tense political situation in the new sovereign states of the Transcaucasus and Central Asia, but rather quickly and efficiently. A great role in the preparation and implementation of the operation of the officers of the Main Directorate of Border Troops under the Council of Ministers of the Republic of Belarus V. I. Panteleenkov and E. P. Sergun is noted. |
