| Abstract: | Первые санитарные обязательные постановления Витебска были приняты в 1878 г. Затем было принято несколько новых редакций санитарных постановлений: в 1880, 1891, 1892 и 1903–1905 гг. Анализ обязательных постановлений Витебска показывает, что в рассматриваемый период происходила санитарно- гигиеническая модернизация города. Произошла регламентация процессов сбора, удаления, хранения и утилизации городских отходов, был установлен санитарный контроль над водными ресурсами города. Вместе с тем очистка и уборка улиц были натуральной повинностью горожан, что стало анахронизмом в условиях промышленной революции и быстрой урбанизации. |
| Abstract (in another language): | The first mandatory sanitary regulations were adopted in 1878. Then several new editions of sanitary regulations were adopted in 1880, 1891, 1892 and 1903–1905. An analysis of the mandatory decrees of Vitebsk shows that during the period under review the sanitary and hygienic modernization of the city took place. There was a regulation of the processes of collection, removal, storage and utilization of urban waste, sanitary control over the water resources of the city was established. At the same time, street cleaning was a natural duty of the citizens, which became an anachronism in the context of the industrial revolution and rapid urbanization. |
