| Abstract: | Статья посвящена основным инициативам Республики Беларусь в сфере региональной безопасности, направленным на преодоление межблоковых разногласий в Восточной Европе в 2010-е гг.: концепция «интеграции интеграций», минские соглашения 2014 и 2015 гг., инициатива «Хельсинки-2», заявка на проведение чемпионата мира по хоккею с шайбой совместно с Латвией в 2021 г. Раскрыты ключевые причины неудачи упомянутых инициатив: незаинтересованность ведущих участников европейской системы международных отношений в их реализации, отсутствие подлинно нейтрального статуса Республики Беларусь, недостаточный уровень доверия западных стран к белорусскому руководству. Высказана гипотеза, что указанные предложения, в случае их проработки, могли бы предотвратить российско-украинский вооружённый конфликт в 2022 г. |
| Abstract (in another language): | The article is devoted to the main initiatives of the Republic of Belarus in the field of regional security, aimed at overcoming inter-bloc disagreements in Eastern Europe in the 2010s: the concept of “integration of integrations”, Minsk agreements of 2014 and 2015, “Helsinki-2” initiative, the joint bid to host the Ice Hockey World Championship together with Latvia in 2021. The key reasons for the failure of the mentioned initiatives are revealed: the lack of interest of the leading actors of the European system of international relations in their implementation, the lack of a truly neutral status of the Republic of Belarus, and the insufficient level of trust between political elites of the Western countries and the Belarusian government. It has been suggested that these proposals, if implemented, could prevent the Russian-Ukrainian armed conflict in 2022 |
