| Abstract: | В статье проанализированы проблемы налаживания и развития военно-политического взаимодействия ЕС и НАТО, сделан вывод о формировании полноценного стратегического партнерства двух организаций в оборонной сфере. Выявлены основные проблемы формирования институциональной базы реализации общих целей и интересов ЕС и НАТО в сфере безопасности. Отмечено, что в настоящее время ЕС приступил к созданию механизма общей обороны, двумя важнейшими составляющими которого стали программа «Постоянное структурированное сотрудничество» и Фонд общей обороны и безопасности. Сделан вывод о дальнейшем углублении сотрудничества стран ЕС на основе объединения усилий и рационального использования оборонных ресурсов, проанализированы приоритетные направления деятельности ЕС в этой области. Рассмотрены особенности функционирования механизма коалиционного военного строительства ЕС в рамках программы «Постоянное структурированное сотрудничество». По мнению авторов, наращивание сил НАТО вблизи границ Республики Беларусь и активизация сотрудничества стран ЕС в оборонной сфере являются внешними источниками военных угроз нашему государству и должны учитываться при разработке концептуальных документов в области национальной |
| Abstract (in another language): | The following article analyses the issues of establishing and developing military-political cooperation between the EU and NATO and concludes that a complete strategic partnership of both organisations in the fi eld of defence is being formed. Key difficulties between the EU and NATO are being deduced regarding the design of institutional framework in performing common aims and interests in the field of defence. It is noted that at present the European Union has begun to create a common defence, the two most important components of which are the Permanent Structured Cooperation and the Common Defense and Security Fund. The conclusion is made about the further enhancing of cooperation between the EU countries on the basis of combining efforts and the rational use of defence resources, the priority areas of the EU activity in this area are analysed. The peculiarities of the functioning of coalition military construction mechanism of the EU within the framework of the Permanent Structured Cooperation programme are considered. According to the authors the buildup of NATO forces near the Republic of Belarus and the strengthening of cooperation between the EU countries in the sphere of defence are external sources of military threats to our state and should be taken into account when developing conceptual documents in the field of national security. |
