| Abstract: | Белорусский законодатель, характеризуя состояние рисков, вызовов и угроз национальным интересам в социальной и духовной сферах жизнедеятельности общества сначала в концепции национальной безопасности использовал понятие гуманитарной безопасности, а в ныне действующей концепции национальной безопасности использует категорию «социальная безопасность». При этом, четкого соотношения данных понятий он не дает. Для того чтобы более точно определиться с содержанием данных понятий и в целях углубленного изучения сути вопроса необходимо учитывать и действие принципа преемственности старой и новой нормативной правовой базы республики в данном вопросе, и их новый контекст, связанный с развитием информационно-коммуникационных технологий и особенностями современной динамики социально-политической ситуации в стране |
| Abstract (in another language): | The Belarusian legislator, characterizing the state of risks, challenges and threats to national interests in the social and intellectual spheres of society's life, first used the concept of human security in the concept of national security, and in the current concept of national security uses the category “social security”. At the same time, he does not give a clear correlation of these concepts. In order to more accurately determine the content of these concepts and in order to in-depth study of the essence of the issue, it is necessary to take into account the effect of the principle of continuity of the old and new regulatory legal framework of the republic in this matter, and their new context associated with the development of information and communication technologies and the peculiarities of the dynamics of social – the political situation in the country |
