| Abstract: | Автор рассматривает формирование и развитие национальной системы защиты беженцев. Показана роль Управления Верховного комиссара ООН по делам беженцев в данном процессе. Формулируется и обосновывается периодизация формирования системы убежища в стране и деятельности Управления. Делается вывод, что присутствие УВКБ ООН в Республике Беларусь как минимум в ближайшее десятилетие является необходимым условием как продолжения помощи беженцам и вынужденным мигрантам, так и окончательного оформления эффективно функционирующей системы убежища в Республике Беларусь |
| Abstract (in another language): | The author examines the creation and development of the national refugee protection system. The role of the Office of the United Nations High Commissioner for Refugees in this process is shown. The periodisation of the formation of the asylum system in the country and the activities of the High Commissioner are formulated and substantiated. It is concluded that the presence of the UNHCR in the Republic of Belarus, at least in the next decade, is a necessary condition for the assistance to refugees and forced migrants, and the finalisation of an effectively functioning asylum system in the Republic of Belarus |
