Abstract: The three-dimensional vector parametrization of the rotation and Lorentz groups (Fedorov, 1958— 1962) is considered as the mathematical foundation for general finite transformation approach in the theory of geometrical (global) and dynamical (local) symmetry groups. The q-deformed groups SUq(2) and SLq(2. C) are described in terms of the quantum three-dimensional vector parameters, ana on this basis the finite quantum transformation matrices OqϵSOq(3. R), OqϵSOq(3. C) and LqϵSOq(4. C) are constructed
