Конголезский кризис 1960—1963 гг. и дипломатия Белорусской ССР

Abstract

Конголезский кризис 1960—1963 гг. показан на основе новейшей историографии и доступных автору документов. В кризисе нашли отражение сложности процесса деколонизации, а также «холодная война» между СССР и США, ее распространение на Африку южнее Сахары. Подчеркнута противоречивая роль ООН, ее генерального секретаря Дага Хаммаршельда в указанных событиях. Отражена деятельность дипломатии Белорусской ССР, которая прилагала доступные ей усилия для укрепления позиций Советского Союза и всего «восточного блока» при обсуждении проблемы на сессиях Генеральной Ассамблеи ООН, приведены оценки кризиса в Конго и характеристики его основных участников членами белорусской делегации. Подчеркнута важность всестороннего и глубокого изучения Африки для дипломатии Республики Беларусь. = The 1960—1963 Congo Crisis is shown in the article on the basis of modern historiography and documents available to the author. The crisis reflected the complicated process of decolonization and the Cold War between the USSR and the USA as it was spread in Africa to the South of Sahara. The article stresses the controversial role of the UN and its Secretary-General Dag Hammarskjöld in the events under discussion. The author shows the efforts of the Byelorussian SSR diplomats who did their best to strengthen the position of the Soviet Union and the whole «Eastern bloc» at the discussions of the conflict during the General Assembly sessions. The paper cites the evaluation of the Congo crisis and the characteristics of the protagonists made by the Byelorussian delegation members. Special emphasis is made on the necessity of a profound and comprehensive study of Africa for the diplomacy of the Republic of Belarus.
