| Abstract: | Бесспорным является тот факт, что незаконный оборот наркотических средств, психотропных веществ, их прекурсоров и аналогов – явление негативное, обладающее высокой степенью общественной опасности. Об этом немало написано и сказано. Аксиомой является и необходимость противодействия этому явлению. Вместе с тем, любое противодействие требует, в первую очередь, понимания сути проблемы, истоков ее возникновения и развития. Любое ли зло абсолютно? Либо все-таки ме214 даль имеет две стороны? Чтобы разобраться в этом, полагаем необходимым кратко проследить путь развития проблемы от ее истоков до сегодняшнего дня. |
| Abstract (in another language): | It is indisputable that the illicit trafficking in narcotic drugs, psychotropic substances, their precursors and analogues is a negative phenomenon with a high degree of public danger. Much has been written and said about this. The need to counteract this phenomenon is also an axiom. At the same time, any opposition requires, first of all, an understanding of the essence of the problem, the origins of its emergence and development. Is any evil absolutely? Or does the medal have two sides? To get closer to understanding this, we believe it is necessary to briefly trace the path of the development of the problem from its origins to the present day. |
