| Abstract: | Диаспоры в силу процессов глобализации могут оказывать серьезное воздействие на внешнюю и внутреннюю политику как стран своего пребывания, так и метрополий. В статье рассматриваются концептуальные основы диаспоральной политики и система взаимодействия Республики Беларусь с диаспорой в России. Особое внимание уделено изучению процесса формирования институциональной базы, на основе которой сложилась определенная модель отношений между официальным Минском и белорусской диаспорой в Российской Федерации. Анализируется нормативно-правовая база, на которой строится политика белорусского государства в отношении соотечественников, проживающих за рубежом. В Республике Беларусь сложилась система взаимодействия с диаспоральными сообществами белорусов, проживающих на территории России. Решением задач в данной сфере занимаются официальные и общественные институты, структурные подразделения министерств и ведомств. В Беларуси реализуется долгосрочная программа «Белорусы в мире», функционируют консультативные органы, созданные при республиканском МИД и Аппарате Уполномоченного по делам религий и национальностей. В 2014 г. был принят закон «О белорусах зарубежья», ставший важным звеном в совершенствовании принципов диаспоральной политики белорусского государства. В результате проведенных исследований автор обозначил нерешенные проблемы в данной сфере и сформулировал вопросы, требующие выработки новых подходов в их решении. |
| Abstract (in another language): | Diasporas, due to the processes of globalization, can have a serious impact on foreign and domestic policies, both their host countries and origin one. The article considers the conceptual bases of diasporal policy and the system of interaction of the Republic of Belarus with the diaspora in Russian Federation. Particular attention is paid to the study of the formation of the institutional base which became the basis of relationship between official Minsk and the diasporal communities of Belarusians in the Russian Federation. The legal framework of the policy of the Belarusian state concerning compatriots living abroad is being analyzed. In the Republic of Belarus, a system of interaction with diasporal communities of Belarusians living in Russia has been created. A number of official and public institutions, structural subdivisions of ministries and departments are engaged in solving problems in this area. Belarus implements the long-term program "Belarusians in the world, consultative bodies established under the Republican Ministry of Foreign Affairs and the Office of the Commissioner for Religious and Ethnic Affairs. In 2014, the Law «On Belarusians Abroad» was adopted, which became an important link in improving the principles of the Belarusian diasporal policy. As a result of the conducted research, the author outlined unsolved problems in this sphere and formulated the issues that require the development of new approaches to their solution. |
