Abstract

The paper draws attention to the fact that the world community will take a worthy place only those countries that choose an innovative way of development. To create an effective innovation policy should focus more on the forward- looking indicators and calculations determining the accuracy of the forecast. We study the theoretical foundations of innovation, innovation-based economy and innovation policy, the methodological problems of forecasting the indicators used in the formation of innovative policy, carried forward calculation of indicators.
