Abstract: Belarus-Russia military relations have long been the subject of debate and even controversy, yet the history surrounding their military establishments immediately following the collapse of the USSR has been nebulous at best. In an attempt to assess early post-Soviet Belarus—Russia military relations, the author examines the trials and tribulations of the Shushkevich administration's endeavour at maintaining military neutrality despite mounting pressure from the Belarusian militaryindustrial complex, its nascent Armed Forces and Moscow.
