Конвенция 1951 г. о статусе беженцев

Abstract

The article in an all-round historical, political and legal analysis of the 1951 Convention Relating to the Status of Refugees. The author makes an attempt to explore the main stages of formation of the international refugee protection system, the activities of a number of specialized international bodies on refugee affairs: UNRRA, IRO, UNCHR. Besides, the article characterizes the main elements of the 1951 Convention: provisions determining the definition of the refugee, provisions defining the legal status of the refugee and provisions connected with the implementation of the Convention. In the conclusion the author considers the process of application and transformation of the Convention in the legislation of different countries and makes statements on the validity and application limits of the 1951 Convention Relating to the Status of Refugees. The author notes here that states try to narrow down even that statistically negligible category of population, which is seeking refuge and falls under the traditional legal regime for refugees.
