dc.description.abstract	Анализируется создание и деятельность Комитета охранения общей безопасности Российской империи. Отмечается, что воссоздание структур высшей полиции в начале XIX в. обусловлено необходимостью иметь сведения о политических настроениях жителей западных губерний в условиях войны против Франции. Однако в связи с дальнейшим совершенствованием государственного аппарата он после 1808 г. утратил свои контрольные функции, собранная же комитетом информация о настроениях жителей западных губерний свидетельствовала, что большая их часть оппозиционно настроена к Российской империи.	ru

dc.description.alternative	In the article is analyzed the creation and activities of the Committee of common security of the Russian Empire. It is noted that the reconstruction of structures of higher police in the early XIX century was driven by the need to have information about the political mood of the people of the western provinces in war against France. However, in connection with the further improvement of the state apparatus, it is after 1808 lost its control functions. Information gathered by the Committee on the mood of inhabitants of the western provinces, showed that most of them are set up in opposition to the Russian Empire.	ru
