Abstract

The experience of post-totalitarian systems reformation makes it clear that real foundation for democracy on national level is local self-government, local democracy. In all democratic countries local governments are in practice more than merely bureaucratic arms of the national governments. This article has covered such subjects as contradictions between centralized and decentralized trends in process of democratic and market reforms in Belarus; the role of subsidiarity principle for local communities development; positions of main political parties to local government system reformation
