Измерение деятельности по трансферу технологий: показатели, используемые в Европе

Abstract

In the European knowledge-based society the importance of the knowledge circulation and establishing so called “fifth freedom” is in the limelight. Effective planning, organization and controlling of technology transfer are highly dependent on the scope and quality of indicators used by companies, universities and scientific organizations. These indicators help to estimate effects of product, process, organization and marketing innovations and to make well-founded decisions about further technology transfer activities. Measurement of technology transfer also provides regulatory bodies with very valuable information. The Communication from the Commission “Towards a European Research Area” 2000 significantly attracted attention to the problem of effective knowledge sharing, and since that time a considerable amount of studies in Europe has been devoted to technology transfer and effective metrics for measuring this process. However there is still much room for further scientific work, the Belorussian scientific community could adopt the methodology base and fundamental findings of our peers from Europe and conduct own research of technology transfer
