| Abstract: | В статье проанализированы основные результаты взаимодействия Республики Беларусь с Европейским союзом (ЕС) в контексте осуществления инициативы «Восточное партнерство». Обращено внимание на то, что «Восточное партнерство» являлось элементом политики соседства ЕС и его основные параметры определяли именно европейские политики. В отношении Беларуси цели ЕС в рамках «Восточного партнерства» заключались в изменении основ внутренней и внешней политики белорусских властей (внутренняя либерализация и ослабление влияния России). Для белорусского руководства приоритетными направлениями в развитии сотрудничества с ЕС в рамках «Восточного партнерства» являлись развитие торгово-экономического сотрудничества, получение финансовой помощи со стороны Евросоюза, реализация совместных энергетических и транспортных проектов. Важным (но не приоритетным) элементом переговоров являлся вопрос облегчения перемещения граждан Беларуси и ЕС. В статье определены основные периоды взаимодействия Беларуси и ЕС в рамках «Восточного партнерства». Констатируется, что различие позиций сторон снизило эффективность их взаимодействия. К началу 2019 г. Беларусь и ЕС не смогли юридически закрепить Основные приоритеты партнерства, значительно увеличить объем торговли товарами, решить проблему перемещения белорусских граждан в страны ЕС. В целом «Восточное партнерство» не рассматривалось белорусскими властями в качестве первоочередного приоритета внешней политики. |
| Abstract (in another language): | The article analyses the main results of the cooperation between the Republic of Belarus and the European Union (EU) under the Eastern Partnership (EaP) initiative. The author emphasises the fact that the Eastern Partnerpship was an element of the EU policy and that the European politicians were those who defined its parameters. In relation to Belarus the principal objectives of the EU under the EaP were to change the basis of the internal and foreign policy of the Belarusian authorities (internal liberalisation and weakening of the Russian influence). For the Belarusian leadership the priorities in the cooperation within the European Parthership were the development of the trade and economic cooperation, obtaining financial support from the European Union and realisation of the joint projects in the spheres of energy and logistics. An important element of the negotiations was the issue of the facilitation of the Belarusian and EU citizen’s movement (yet it was not a priority). Periodisation of the cooperation of the EU and Belarus under the European Partnership framework is presented in the article. The author concludes that the diff erence of the parties’ positions reduced the effectiveness of their cooperation. By the beginning of 2019 Belarus and the EU have not been able to legally bind the main priorities of the partnership, drastically increase the trading volume and solve the problem of the movement of the Belarusians to the EU states. In general, the Eastern Partnership was not considered as a foreign policy highest priority by the Belarusian authorities. |
