Abstract

The transition to democracy requires a new understanding of the role of Public Administration in society. A proper structure of the Public Administration is both a cause and a result of economic and social development. The article discusses the main theoretical models of the Public Administration: Public Administration as output, and Public Policy-making. The main models of Public Policy-making are elite theory, group theory, system model, institutionalism and neoinstitutionalism. The authors emphasize the idea of developing the Public Administration and Public Policy theory in Belarus.
