Общая венчурная инфраструктура стран Единого экономического пространства: проблемы и пути формирования

Abstract

Проведен сопоставительный анализ национальных венчурных инфраструктур Беларуси, России и Казахстана, на основе выделенных характеристик выявлены основные барьеры и предложен ряд рекомендаций для сближения национальных венчурных инфраструктур стран – участниц Единого экономического пространства через совершенствование венчурной инфраструктуры каждой страны в отдельности. Выявлено, что в анализируемых странах отдельные звенья национальных венчурных инфраструктур развиты в разной степени, обладают отдельными преимуществами и недостатками. В качестве рекомендаций предложено совершенствовать механизмы функционирования технопарков и бизнес-инкубаторов, оптимизировать регулирующее и налоговое законодательство венчурной деятельности, на уровне государств-участниц поддержать развитие венчурной индустрии, а также проработать вопросы страхования инновационных рисков. = The article provides a comparative analysis of national venture capital infrastructure of Belarus, Russia and Kazakhstan on the basis of selected characteristics of the identified major barriers and a number of recommendations for the convergence of national venture capital infrastructure of the Common economic space member countries through the improvement of venture capital infrastructure in each country separately. It was revealed that the elements of national venture capital infrastructure are developed differently in the analyzed countries, its have certain advantages and disadvantages. The recommendations are suggested to improve the mechanisms of functioning of technology parks and business incubators, to optimize the regulatory and tax laws venture activities, to support the development of the venture capital industry at the level of the member states, as well as to explore issues related the risks insurance of innovation.
