Abstract

For a time the concept of regional policy was bound simply to reduce disparities among regions. But nowadays more and more countries concentrate the effort on competitiveness, and competitiveness councils are established all over the world. Studies of competitiveness and innovative potential (capacity) have tended to focus on the nation as the unit of analysis. However, many of the essential determinants of economic performance are to be found at the regional level.
