Abstract

Анализируются условия создания общественных организаций Беларуси в 60-90-х гг. XIX в. Подчеркивается, что в этот период активизируется процесс самоорганизации общественных сил, начинается разработка законодательных основ деятельности добровольных организаций, происходит постепенное упрощение процедуры их создания. Дается характеристика уставов этих организаций, что позволяет определить их основные функции и структуру = The article gives the analysis of conditions under which Belarusian public organizations were established in the 1860s - 1890s. It underlines that the period witnessed the self-establishment of public forces, the beginning of the legislation development oriented towards the principle activitiy of public organizations as well as the gradual simplification of the procedure of their establishment. It also presents the description of charters, which makes it possible to define the main functions and structure of these organizations
