Демографическая политика: объект, цели, принципы

Abstract

Рассматриваются такие теоретические аспекты демографической политики, как ее объект, цели и принципы. На основе анализа научной литературы показано отсутствие единого подхода к трактовке сущности демографической политики. Обращается внимание на различие между такими дефинициями, как демографическая политика, социальная политика, политика народонаселения (населения), семейная политика. Выявлены особенности узкого и широкого подходов к определению целей демографической политики. В правовых актах Республики Беларусь отмечается отражение широкого подхода к целям демографической политики. Анализируются различные принципы демографической политики, подчеркивается их неоднозначность. Приводится авторское определение демографической политики, предлагаются принципы, которыми должны руководствоваться институты, определяющие демографическую политику Республики Беларусь на современном этапе. = It is considered such theoretical aspects of demographic policy as its object, purposes and principles. On the basis of the analysis of the scientific literature it is demonstrated the absence of the single approach to the explanation of demographic policy essence. It is paid attention to difference between such definitions as demographic policy, social policy, population policy and family policy. It is found out the features of narrow and broadside approach to the definition of demographic policy purposes. It is reflected in the legal acts of Republic of Belarus managing the demographic processes and in the broadside approach to the purposes of demographic policy. Various principles of demographic policy are analyzed, their disambiguate is noted. As a result of this research the author gives the definition of demographic policy, offers the principles defining the demographic policy of Republic of Belarus in recent times which the institutes should be guided.
