Перестройка в СССР в оценках западных политиков

Abstract

Анализируются кардинальные перемены в Советском Союзе во второй половине 1980-х гг. Рассматривается влияние перестройки в СССР на мировую обстановку, на конфигурацию международных отношений. До сих пор разброс в оценках перестроечного процесса в Советском Союзе очень велик, что обусловлено неоднозначностью этого события в Новейшей истории. Вместе с тем представители политических и общественных кругов Запада перестройку в СССР оценивают в целом положительно. Во многом это объясняется тем, что мировое сообщество с перестройкой связывало демократизацию Советского Союза, окончание холодной войны, реальное сокращение вооружений и избавление человечества от угрозы мировой термоядерной катастрофы, объединение Германии. Cardinal changes in the Soviet Union in the second-half of the eighties — perestroika, glasnost, democratization, were answer to the ripened needs of Soviet society with its problems and unsolved contradictions. Under the conditions of globalization perestroika in the USSR had an enormous influence on world situation, after changing entire configuration of international relations. In turn the process of reforming the Soviet society underwent the noticeable action of foreign-policy factor. The spread in the estimations of the process of perestroika in the Soviet Union is very great until now. It is caused, first of all, by the ambiguity of this event in the contemporary history. At the same time the representatives of the political and public circles of the West perestroika in the USSR as a whole positively evaluate. In many respects this explains by the fact that the world community with perestroika connected the democratization of the Soviet Union, the end «Cold War», the real reduction of armaments and the deliverance of humanity from the threat of world thermonuclear catastrophe, the association of Germany, i. e., all those positive changes, which it greeted.
