Социальный капитал: эволюция, функции, институты

Abstract

This paper describes one of the directions of evolution of the social capital such as gradual engagement into the process of social capital formation all the levels of the socio-economic system of a society, including the nano-, micro-, meso- and metalevel. It shows that the social capital at the nano-, micro- and mesolevel was required at all stages of development of the human civilization but the formation of the social capital at the metalevel started only in the second half of the 20th century. The main function of the social capital at the metalevel appeared to be providing of the stable turnover of the public capital. An important role in this process plays the institute of state-private partnership and agreements between the government, trade unions and business agents. = Рассматривается одно из направлений эволюции социального капитала – постепенное включение в процесс формирования социального капитала всех уровней социально-экономической системы общества: нано-, микро-, мезо- и метауровня. Установлено, что социальный капитал на нано-, микро- и мезоуровне был востребован на всех этапах развития человеческой цивилизации, а формирование социального капитала на метауровне начинается только со второй половины XX в. Выявлено, что основной функцией социального капитала на метауровне является обеспечение стабильного оборота общественного капитала. Важную роль в этом играет институт государственно-частного партнерства и соглашения между государством, профсоюзами и представителями бизнеса.
