Отношения между Ливией и Российской Федерацией на современном этапе

Abstract

Статья посвящена такому важному аспекту развития международных связей арабского мира, как отношения между Ливией и Российской Федерацией. Принимая во внимание особенности международного положения Ливии, которые подробно анализируются автором, становится очевидным тот факт, что ливийско-российские отношения стали своего рода индикатором места и роли этой страны в современных международных отношениях, прежде всего региональных. Автор приходит к выводу о том, что присоединение России к международным санкциям против Ливии нанесло существенный урон обеим странам и продемонстрировало прозападную политику российского руководства в начале 1990-х гг. Статья содержит анализ дальнейшего развития ливийско-российских отношений, а также основных проблем в данном контексте, включает характеристику межпарламентских связей, торгово-экономического сотрудничества между двумя странами и нормативно-правовой базы двусторонних отношений. В статье уделяется внимание существовавшему в рассматриваемый период международному контексту, определявшему ситуацию в области отношений между Ливийской Джамахирией и Российской Федерацией. Основной вывод автора статьи состоит в том, что стратегическое партнерство между двумя странами может быть восстановлено. Автор выявляет возможности такого развития событий. = The article is dedicated to such an important aspect of the development of international links of the Arabian World as the relations between Libya and the Russian Federation. In the light of the special character of Libya’s international position, analyzed in details by the author, it is obvious that Libyan-Russian relations have become a kind of indicator of the place and role of this country in modern international relations, especially the regional ones. The author makes a conclusion that the fact that Russia had joined the international sanctions against Libya did certain harm to both these countries and demonstrated the pro-Western policy of the Russian authorities in the early 1990-s. The article contains the analysis of the further development of Libyan-Russian relations as well as of the main problems in this context, provides the description of inter-parliamentary relations, the trade between the two countries and legal documentary basis of the bilateral relations. The article pays attention to the actual international context which determined the situation with the relations between the Libyan Djamahiriya and the Russian Federation. The main conclusion of the article is that the strategic partnership between the two countries might be restored. The author outlines the reasons which make it possible.
