«Умный город» как феномен хозяйственной деятельности

Abstract

Анализируются различные точки зрения на понятие «умный город». Отмечается слабая проработанность методологической и концептуальной составляющих этого понятия. Цель – определение места нового феномена «умный город» в совокупности схожих с ним по содержанию и функциям организационно-экономических образований, которые имеют определенную методологию создания и развития, однако при этом направлены на удовлетворение потребностей большинства людей. Рассмотрены структура «умных городов», классификация людей, а также примеры инициатив их создания с высокой степенью завершенности: проекты «Сонгдо», «Долина PlanIT». Раскрыта и представлена в виде схемы взаимосвязь различных территориальных организационно- экономических образований. Выявлены основополагающие признаки и свойства, заимствованные «умными городами» у территориально-производственных и хозяйственных комплексов, инновационно-промышленных и сервисных кластеров, технополисов и свободных экономических зон. = Various points of view on the notion of the «smart city» have been analysed. It is noted that methodological and conceptual research base of this notion is insufficient. The purpose of research is a determination of the place of the new phenomenon «smart city» together with organizational and economic formations, similar with contents and functions, which have certain methodology of creation and development, but at the same time focused on satisfying needs of most people. The structure of «smart city», classification of people, as well as examples of the initiatives of their creation with high degree of completion: «Songdo», «Valley PlanIT», have been characterized. The interconnection of the different territorial organizational and economic formations has been revealed and presented in the manner of the schemes. The basic signs and characteristics plagerized by the «smart city» from territorial-production and economic complexes, as well as innovation and industrial clusters, service clusters, technical and free economic zones has been found.
